Remember the long gone federal budget surplus of
the Clinton years?

This editorial documents some of the congressional
infighting about what to do with the money.

I have always been very happy with this solution,
partially due to the level of difficulty. This was the
most boring editorial i have ever read so the difficulty
was HIGH.
